He is charged with attempted criminally negligent homicide and two counts of robbery.

Around 5 p.m. on East 232nd Street, the suspect approached the first victim, who was sitting inside a Honda Accord, and demanded he get out of the car, according to NYPD Inspector Ruel Stephenson.

The victim, an off-duty postal worker, complied. At the time, an on-duty postal worker was driving a postal box-truck and tried to confront the suspect, now driving the Honda. Stephenson said at that point, the suspect got out of the car and fired a shot at the postal worker.

He got back into the car and drove a few blocks, then crashed into another car at 231st Street and White Plains Road.

Police said the suspect left the Honda and walked to 230th Street where he carjacked a woman in a 2017 Nissan Pathfinder at gunpoint. He drove the Nissan on 230th Street to Carpenter Avenue where Stephenson said he hit a Toyota.

The suspect shot the windows on the Nissan to get out through the window. He was chased by police who saw the crash, and taken into custody on 229th Street and Carpenter Avenue.

A firearm was recovered at the scene.

The victim struck by the stray bullet went to Montefiore Hospital with a non-life threatening injury.

The suspect was on parole for robbery. Brooks also is facing additional charges from a March 21 incident of criminal possession of a weapon and reckless endangerment. Those charges were pending.

Police say on February 24th, he attacked a 25-year-old woman and a 35-year-old woman.

On October 17th, he allegedly dragged a 25-year-old woman down the street by her hoodie.

He was taken to Jacobi Hospital for psychiatric evaluation, and has not yet been arraigned.
