Plans for a new catering hall and restaurant at Jones Beach State Park have been dealt a big setback - as a state environmental panel rejected plans to rebuild a basement for the property.Donald Trump is behind the development - which involves - renting the restaurant space from the state Department of Parks and Recreation - and operating restaurant and catering hall - to be called Trump on the Ocean.

The developers wanted to rebuild and expand the basement. But environmentalists say the basement is in a flood plain and would cause erosion on the beach.

Trump's business partner Steve Carl - says the parks and recreation department has already approved the plans for the basement. Carl says the basement existed before - but because this is new construction a new zoning variance was needed. He says so far they've spent $5 million on the project, including the beginning of demolition.
