The developers wanted to rebuild and expand the basement. But environmentalists say the basement is in a flood plain and would cause erosion on the beach.
Trump's business partner Steve Carl - says the parks and recreation department has already approved the plans for the basement. Carl says the basement existed before - but because this is new construction a new zoning variance was needed. He says so far they've spent $5 million on the project, including the beginning of demolition.
