Construction workers spent much of Monday hanging protective netting between floors 20 through 24 on the northern side of the Trump Soho Tower.
The city mandated the covering after a loose cable shattered several plate glass windows during a weekend windstorm.
The department of building immediately issued a stop work order.
It's not the first mishap at the troubled site. In January, construction worker Yuri Vanchytsky was killed when wet concrete collapsed and he fell 42 stories to his death. The site was shut down for several weeks.
From the beginning, neighborhood groups have opposed the project arguing it violated zoning laws and threatened the character of the community.
In a statement today, the department of buildings said the stop work order will remain in effect "until the general contractor proves that work will resume in a safe and compliant manner."
