NY appeals court: Whitman not liable

NEW YORK The 2nd U.S. Circuit Court of Appeals in Manhattan made the ruling Tuesday morning.

It said former EPA chief /*Christine Todd Whitman*/ apparently reassured people about /*air quality*/ near the site after being reassured by the White House and from other conflicting information.

A lawsuit said residents, students and workers in lower Manhattan and Brooklyn were exposed to hazardous dust and debris after the twin towers fell on Sept. 11, 2001.

It said Whitman should be forced to pay damages to properly clean homes, schools and businesses.
