"I just heard a woman scream, kind of blood curdling scream," resident "Edna" said.
The victim is identified as 54-year-old Linda Jiminez.
Police arrested the woman's boyfriend, Anthony Silva, and charged him with second-degree murder, manslaughter and criminal possession of a weapon.
Large amount of debris, appearing to be the victim's belongings, were apparently thrown from the window to the grass in the rear of the high-rise apartment building. Items such as clothing, a big chair, a table, plants and numerous papers could be seen.
The Medical Examiner's Office will conduct an autopsy to determine the cause of death.
