Upon their arrival at the scene, the victim had already been taken to St. Luke's Hospital by people on the street. The victim, identified as Jeffrey Zachary, was pronounced dead a short time later at the hospital.
Authorities say Zachary was standing with several people when he was shot. A passing ambulance was flagged down and took him to the hospital before the cops responded.
Police are trying to determine whether he was intended target. There is no description of car, and aurthorities say they are reviewing surveillance videotape.
