Eyewitness News is told he sexually assaulted them at the scene, then tried to leave the scene. But Kotzalides was quickly taken into custody.
Kotzalides was charged with criminal sex act, sex abuse, unlawful imprisonment, forceable touching, endangering the welfare of a child and public lewdness.
He is also being questioned by detectives, who are trying to determine if he is responsible for any other similar assaults in the area.
The victims, both Orthodox Jewish girls from the neighborhood, were treated at Maimonides Medical Center.
