Middletown to fine landlords of illegals?

MIDDLETOWN, NJ Mayor Gerard Scharfenberger says they are considering the ordinance due to the concern over dangerous overcrowding in some buildings.

But some in Middletown caution against linking enforcement to citizenship status.

One Latino organization feels such a law will cause landlords discriminate against "anyone who looks brown."

Middletown is more than 90 percent white; Hispanics make up just over 5 percent of the population.
