Motorists have complained for years about the existing bridge's 10-foot-wide lanes and lack of shoulders. About 80,000 vehicles cross the bridge each day.
The proposed rendering would create six lanes, each 12 feet wide, plus bike lanes in each direction.
The Port Authority hopes to begin awarding contracts to rebuild the bridge in 2011 and complete it by 2015. The agency has earmarked $1 billion for the project but does not have a final budget.
