New York City says it has new tools that make it easier for parents to enroll their 4-year-olds in the free universal pre-kindergarten program. Parents can now call the city's 311 hotline to find out about programs in their neighborhoods. Information also is available on the city's Web site,

Parents are urged to take advantage of available seats in all the boroughs before the Oct. 31 deadline.
