She reportedly tumbled into the pit area of the shaft, and had to be pulled out by firefighters. She was rushed to St. Luke's Hospital with back injuries, officials say.
The building is run by the city Housing Authority, which responded to investigate.
City officials are investigating why outages and safety problems have long plagued public housing elevators.
The Housing Authority yesterday announced plans to spend $107 million to replace elevators but, facing a growing deficit, only has $50 million.
