The push for the program was heightened by an August 2007 storm.
It shut down much of the subway system - and portions of the Metro-North Railroad and Long Island Rail Road commuter lines - and left riders clamoring for information.
Other agencies also use texting and e-mail alert systems. State officials have launched a traffic alert system that provides real-time information about delays on New York's highways.
