Prosecutors were believed to be seeking felony charges of filing false records in connection with the police report that Officer Pogan filed after arresting Christopher Long.
Long was taking part in a monthly bike ride, called Critical Mass.
Pogan alleged that the cyclist rode straight into him, and arrested him on assault charges. The video, which was shot by a tourist, showed Officer Pogan lunging toward Mr. Long.
Charges against Long were dropped in September.
Pogan was stripped of his gun and badge in July after the video emerged on You Tube. He also could be charged with a misdemeanor count of assault.
