When the man refused, police say, Garcia hit him, poured tequila on him, and set him on fire with a lighter.
The victim suffered second-degree burns to his face, ears, neck and hands.
Garcia, an unemployed landscaper, was arraigned Monday on charges of assault and possession of weapons - the tequila and the lighter.
The Nassau County district attorney's office says Garcia was ordered held on $400,000 bond or $200,000 cash. He is being represented by a public defender, whose name was not immediately on record.
