Munoz was admitted to University Hospital in Newark for surgery on Monday morning. He worked at the same hospital as a trauma surgeon and as a professor of surgery at the University of Medicine and Dentistry of New Jersey.
In a statement, DeCroce lauded Munoz for "the dedication and commitment (he) had for making people's lives better."
The Republican from Summit had served in the state Assembly since 2001.
A native of Colts Neck, he graduated from the Albert Einstein College of Medicine in 1974.
He is survived by his wife Nancy, four sons and a daughter.
