Arrest in subway masturbation case

NEW YORK

Two anti-crime officers assigned to Transit District 3 recognized Kevin Bishop, 34, from a wanted poster as he entered a subway station at 163rd Street and St.Nicholas Avenue in the Manhattan. He was taken into custody without incident around 4:00 p.m. Thursday.

Last Friday, police say Bishop had boarded a northbound No.3 subway train at 42nd Street at approximately 3:45 p.m., took a seat across from a 41-year-old woman, and allegedly proceeded to masturbate in front of her. The suspect exited the subway at Broadway and 96th Street. The victim used her cell phone camera to capture an image of the suspect.

Later, when the victim tried to lodge a complaint at the 32nd Precinct and provide police there with the suspect's photograph, she was apparently rebuffed by a uniformed officer who, according to the victim, told her it was not a police matter and to report it through 311.

NYPD Internal Affairs Bureau investigators have identified the officer and plan to interview her on Friday.
