Kelly has pleaded not guilty to vehicular manslaughter and driving while intoxicated in the death of Vionique Valnord.
Investigators are trying to determine whether colleagues intentionally delaying his blood test to cover up for him.
Officer Kelly refused, prosecutors say, a breathalyzer test at the scene of the accident.
The plainclothes officer suspended on Friday was captured on surveillance video giving Kelly the gum and water, police said.
A fourth officer, a sergeant, is also under scrutiny and could soon face departmental charges for supervising the nearly hour-long delay in getting Kelly to a nearby hospital following the crash.
Kelly and another off-duty officer in the car with him, Michael Downs, had already been suspended.
The actions of these officers are under scrutiny as Internal Affairs investigators dissect the nearly seven hour delay in having Kelly's blood tested.
Kelly was in court Friday morning, where he handed a sympathy card to a Brooklyn judge to give it to the victim's family. His attorney, Arthur Aidala, said the note was an indication of his client's sorrow.
A wake for the victim was set for later today at the Church of God on Flatbush Avenue in Brooklyn.
