Minutes before, investigators say, he touched an 8 year old girl in a sexual manner.
Investigators have also released a sketch of the suspect.
He is described as a 30-35 year old man with blue eyes, 5'7" to 5'8" and a medium build.
He was last seen wearing a dark jacket, blue jeans and a dark cap.
