He reportedly discovered a body, wrapped in plastic, that had apparently been dumped there.
The man was pronounced dead at the scene. The Medical Examiner's Office will determine the cause of death.
Eyewitness News is told detectives believe the victim was killed, wrapped in plastic and discarded under the car.
