A Suffolk County Sheriff's officer said he became suspicious when he saw Frascinella's female passenger wearing sunglasses and using the visor on a cloudy day.
Closer inspection reveled the passenger was actually a fully dressed mannequin, wearing a long dark wig, blazer, shirt and scarf.
Frascinella was issued a traffic ticket for operating in the HOV lane without a passenger, which is a $135 fine plus two points.
