Officers also say they found weapons and drugs.
The Middletown Press reports the video shows the boy appearing to inhale from a glass pipe and then coughing. The newspaper reports Augeri appears to be filming the scene and laughing, while Way is seen giving the pipe to the boy.
Augeri and Way are being held on $150,000 bonds on several charges.
The boy's aunt told WTNH-TV that the boy didn't smoke anything and police are "misinformed."
