NYC takes Governors Island from state, announces plans

NEW YORK The city and state have been running the island in New York Harbor jointly, but now the city will take over completely, in large part because of the state's financial problems.

The new master plan calls for a 2.2-mile promenade to be created along the waterfront and 87 acres to developed as open green space. There are also educational uses in store, including a public high school and possibly an NYU satellite campus.

The federal government gave Governors Island to the state 2003 after using it as a military base for some 200 years. Many historical buildings still remain. In the summer, a free ferry has brought over hundreds of thousands of visitors from Manhattan.
