Police say 36-year-old Bension Mamedov wears an NYPD jacket with a police shield around his neck.
He then goes into stores and removes items from shelves before taking them to the counter and returning them for refunds. Authorities say he never uses a weapon.
So far, police say he's hit seven stores, six of them pharmacies.
The most recent incident happened at Duane Reade on Staten Island in mid-June.
