The incident happened at the JC Penney Store located at 31st Street and 6th Avenue this past Saturday at around 5:30 p.m.
Police say 44-year-old Nikolaos Willmore is accused of touching an 11-year-old girl on her private areas while she was shopping with her mother.
The victim told her mother who chased the suspect from the store.
Police say they believe there may also be more victims.
Willmore is charged with sexual abuse, sexual contact with a child less than 14, and endangering the welfare of a child.
