Livery cab drivers are protesting in Lower Manhattan Tuesday afternoon outside the Taxi and Limousine Commission on Rector Street.

The drivers say they cannot comply with TLC rules for providing service to the handicapped.

The Drivers Federation says it is not possible to convert 40,000 sedans into wheelchair accessible vehicles.

A spokesman says the drivers cannot provide equal availability, equal price and equal service.
