It comes in the wake of Cathie Black's controversial appointment as New York City Schools Chancellor.
"Just like the President can nominate a Supreme Court nominee, but it's up to the Senate to determine whether that person should be confirmed through an open hearing process," said NYS Assemblyman David Weprin.
Weprin will introduce a bill calling for a more transparent appointment process.
The bill would require citywide public hearings and selection confirmation by the New York City Council for any appointed chancellor.
