Prosecutor Kevin Lawlor said Friday that 50-year-old Luis Antonio Rodriguez will be charged with murder and felony murder in connection with the death of 28-year-old Kelsey Monahon, who was beaten and strangled. She was bound, gagged and unconscious when her husband found her in their apartment on May 25, 2001.
Lawlor said Rodriguez is currently in federal prison in Oklahoma on an unrelated case. It was unclear if he had an attorney.
Lawlor said the felony murder charges are for burglary and robbery.
