Yocauba Camara, was arrested and charged with failure to exercise control of a minor, a misdemeanor.
Kadiras Camara was walking alone along W. 127th St. near Morningside Ave. about 2:30 a.m. when a passerby saw her and called 911, cops said.
She was not wearing any shoes and was wearing minimal clothing.
The girl appears to have slipped out of her apartment unnoticed.
She was taken St. Luke's Hospital, where she was treated and released.
Police located her father, a livery cab driver, at the apartment.
The girl's two siblings were removed from their home by ACS.
