He met with parents and teachers of special needs students in Long Island City, Queens on Saturday.
Mr. Walcott sat down with representatives of the citywide council on special education.
He pledged his commitment to keeping special education students fully integrated into the public school system.
Earlier, he addressed the contentious issue of possible teacher layoffs.
"We want high effective, quality teachers in place and if we're in a position of having to lay off teachers, which we're talking about, then we need to make sure that the teachers that are there are the ones that are the most effective and not just solely base it on seniority," Walcott said.
The chancellor-designate heads to Albany next week to meet with state lawmakers.
