City eyes illegal subdivisions after deadly fire

NEW YORK

Fire officials determined that a Bronx building where a child and his parents died early Monday had been illegally converted.

Bloomberg said Tuesday the city is only able to gain entry to half the properties that are the subject of complaints. He said it's very hard for the city to meet the legal standards required to get a warrant.

City Council Speaker Christine Quinn says courts deny two-thirds of access warrant requests. She says the council will hold hearings on the issue.
