Cuomo is directing state Inspector General Ellen Biben to focus on LIPA's billing and delivery charges in a review intended to ensure that Long Island consumers with already high rates don't face unnecessary hikes.
Cuomo says Wednesday he's not alleging any wrongdoing, but there have been "a series of irregularities" that should be examined.
LIPA did not immediately respond to a request for comment.
The public authority earlier this year began returning $129 million of the overcharges from a faulty formula it used from its electric grid through incremental rate cuts over three years slated to start this month.
