A winning lottery ticket may finally pay off for a 65-year-old Brooklyn man.

Walter Carver won $10,000 on a scratch-off lottery ticket in 2007.

But the state took half his jackpot because he was once on a public assistance program.

Carver sued the state, but the New York Supreme Court ruled against him.

On Monday, he won his appeal in lower court.

So unless the state appeals the verdict, the Vietnam vet will get his winnings.
