The shooting happened at 3:46 a.m. in front of 1703 Pitkin Avenue.
Investigators said the man was shot multiple times, including once in the head.
The 16-year-old girl suffered a gunshot wound to her right leg.
She was taken to Brookdale Hospital in stable condition.
No arrests have been made.
The names of the victims have not been released.
