Base owners and drivers gathered in front of the governor's Manhattan office on Sunday to urge him to sign a bill passed by the legislature in June.
The Bloomberg administration says it would generate $1 billion for the city.
Livery cab drivers say it would legalize their hope to earn a better living.
Governor Cuomo says he won't sign the bill until all livery cabs are equipped for disabled riders.
"There's 150,000 illegal pick-ups every single day in our communities. This bill will legitimize and legalize that so that we can provide safe and reliable service to the people in the outer boroughs," Cira Angeles from the Livery Base Owners Association said.
Last week, Cuomo said talks failed to resolve significant issues he has with the bill.
But Mayor Bloomberg said he was still optimistic about the bill's prospects.
