The City of New York has won a legal victory in its plan to reopen a waste transfer facility along the East River.

Thursday an appellate court dismissed a challenge to the plan to rebuild and reactivate a marine waste transfer station at East 91st Street and the East River.

The station is a critical part of Mayor Bloomberg's comprehensive 20-year solid waste management plan.
