Two officers had approached a group of young men at Frederick Douglas Boulevard and West 143rd Street around 6:30 p.m. Sunday.
Police say one man started to run and then turned and firing two shots at the officers.
One officer returned fire, wounding 23-year-old Franklyn Nunez in the torso and thigh.
The shooting is angering many neighbors.
Nunez is now facing weapons and assault charges.
He reportedly served two years in prison for weapons possession and was released on parole last September.
Police say the gun he fired Sunday was reported stolen in North Carolina in November.
Nunez is charged with criminal use of a firearm, assault against a police officer, reckless endangerment, disorderly conduct and criminal possession of stolen property.
