The man lifted the bike over the pole it was chained to by using a ladder.
The incident happened on West 76th Street on the Upper West Side just before 5 p.m. on May 26.
The man put the ladder away before he took off with the bike.
The suspect is described as being in his 40s, approximately 5-foot-10, with a large build. He is balding with a mustache.
