Arbitrator: City can't fire teachers in 24 failing schools

An arbitrator has ruled that New York City can close 24 schools that officials say are failing, but they cannot fire the teachers.

The arbitrator issued a ruling Friday that deals with the city's violation of the union contracts.

The cities can go ahead with the school closings if they choose.

The city will likely wait until a ruling is made on their appeal before they decide what to do with the schools.
