The accident happened around 6 a.m. near the Brooklyn Bridge exit.
The tractor-trailer struck an overpass and tipped over, crashing into two other tractor trailers.
As authorities worked to untangle the mess, only the right lane was open. But that lane was so narrow that other tractor-trailers and buses couldn't fit through, meaning all lanes were essentially shut down.
The accident was cleared within an hour, but heavy traffic remained backed up for miles.
