Gov. Cuomo signs law to make kindergarten mandatory

NEW YORK

The law lowers the compulsory age to start school in the city by one year, making kindergarten a requirement for all children who turn five by December 1st.

Until now, kindergarten was voluntary.

An estimated 3,000 children each year skipped it, many because their parents missed registration deadlines.
