Authorities say two of the suspects, Derek Fuqua and Kevin Harrell, of Piscataway, used family and friends to distribute the drug in Middlesex, Union, Somerset, Mercer, Monmouth and Hudson counties.
Authorities say most of the heroin was found in homes in Piscataway and New Brunswick.
The pair are charged with leading a narcotic network, maintaining a drug production facility, possession of heroin and distributing heroin.
The operation started at 6:00 a.m. Tuesday and ended with more than two dozen arrests.
State Police Superintendent Col. Rick Fuentes says more than $250,000 in drugs, about $150,000 in cash, six guns and hundreds of rounds of ammunition were seized.
