The 29-year-old woman, Laqueebah Murray, was shot and killed in the courtyard of a housing complex on May 29.
Dozens of people were gathered in the courtyard on North Munn Avenue when the incident happened just before midnight. Two others were also wounded.
Now, Stephon Harris and a 15-year-old are being charged with her murder, as well as aggravated assault.
Investigators have not said whether the woman was the intended target in the shooting.
