Police say the 15-year-old male front passenger was declared dead at the scene after the 3 a.m. accident.
They say the 14-year-old male rear passenger was transported to Jamaica Hospital where he was pronounced dead.
Police say charges are pending against the 19-year-old male who was driving the 2009 Toyota Corolla. Police say he was driving west on the Rockaway Freeway when the accident occurred.
Police did not release the names of the victims.
