Federal authorities say Eugene Mullins accepted thousands of dollars while he was working for Cook County, and in exchange, he steered government contracts to acquaintances.
On Friday, Mullins denied he had the ability to sign off on the contracts.
He denied taking payments and denied he was having financial difficulties in 2009 when the alleged kickbacks occurred.
Closing arguments are set for Monday.
