The Democrat sent a letter Friday to Audrey Zibelman, saying a "thorough investigation of this incident is critical to identifying the underlying causes of the failure" and "implementing actions to prevent such an incident from ever being repeated."
On Sept. 25, a failed electrical feeder cable at a Con Edison substation in Mount Vernon, N.Y. cut power to part of the New Haven Line, forcing the railroad to reduce rail service by half. The disruption lasted 12 days.
Besides determining the cause, Malloy wants the commission to review Con Edison's practices for restoring the power.
