That's according to his law partner and adviser, Peter Johnson Jr.
Dinkins was admitted with pneumonia Oct. 30.
Johnson says he spoke with the 86-year-old former mayor on Tuesday.
Dinkins is walking the hallways, greeting people, reading the papers, watching the news and signing letters.
Johnson says Dinkins has made "a dramatic turnabout from where he was" when he was admitted.
Dinkins was the first black mayor of the nation's largest city. The Democrat served one term, from 1990 to 1993.
