It happened in New Hampton Wednesday afternoon.
Police say 47-year-old Rupert Cebular was flying a powered paraglider over the Wallkill River.
He was practicing a touch and go maneuver on the frozen river when he broke through the ice and lost control
Witnesses and a second paraglider pulled Cebular from the river.
He was already dead.
