GRAND CONCOURSE (WABC) -- The debate over New York's one million rent stabilized apartments headed to the Bronx Thursday night as both tenants and landlords pleaded their case.

The city's Rent Guidelines Board held its second public hearing at the Bronx Museum of Art.

Landlords say a rent freeze would keep them from paying for repairs, while tenants are calling for a rent rollback.

The board will vote on rent increases for one and two-year lease renewals later this month.
