5 officers at Downstate Correctional Facility to be arraigned in beating of inmate

WHITE PLAINS, New York (WABC) -- Five New York state corrections officers will be arraigned in connection with the 2013 beating of an inmate at the Downstate Correctional Facility in Fishkill.

The victim, inmate Kevin Moore, was found in a pool of blood following the Nov 12, 2013 beating.

The officers are accused of refusing to get him medical care, and later attempted to cover it up. They hit one of the officers involved with a baton and then claimed in the official report that Moore attacked them, police said.

One officer, George Santiago, ripped out Moore's dreadlocks as a "trophy," police said. He said he would use them as decoration for his motorcycle.

Moore was hospitalized for 17 days from the injuries. He sustained numerous broken bones and a collapsed lung.

Santiago, Carson Morris, and Sgt. Kathy Scott were charged with conspiracy to deprive civil rights, deprivation of rights under color of law, conspiracy to falsify records, and falsifying records.

They will be arraigned in federal court in White Plains Wednesday.
