It is not the welcome to New York City that some tourists expected.

Beginning Wednesday, passengers at Terminal B at LaGuardia Airport in Queens have to take a 10-minute shuttle to the parking lot to meet any for-hire vehicle. That includes limos, black cars, Uber or Lyft.

"I have been on the line with my dispatcher three times for the limo company, and he has said my driver is two minutes away. That was about 35-40 minutes ago," Colorado resident Luella Dangelo said.

People said some of their Uber rides simply didn't show.

"They don't know how to pick us up. We've been waiting 30 to 40 minutes," Anne McCarthy said.

The Port Authority released a statement saying, "The new FHV pick up location is one of a continuing series of steps airport officials are taking to reduce potential traffic congestion on airport roadways during the ongoing modernization of LaGuardia Airport."

Part of the confusion is that drivers can't come directly to the pickup location. They have to first go to parking lot 10, which is all the way on the other side of the airport. They have to wait to get a fare, and then they are allowed to come.

Taxi pickup has also been affected in recent months, moving from Terminal B to Concourse D.
